Torquay Waterside Developments Ltd have refined and submitted their proposals to transform Torquay Marina and the waterfront area.

The Pavilion, Vaughan Parade, Torquay (Refs: P/2015/0961 planning application and P/2015/0962 listed building application

Torbay Council senior planning officer said:

The revised proposals, which have just been submitted to us by Torquay Waterside Developments Ltd, relate to just one of the two previously submitted development schemes. The revisions relate to the shorter, stepped scheme. There are no changes to the taller, tower scheme (P/2014/0282) – it remains exactly as submitted last year.

We are keen to receive your views on the revised scheme; there is no need to submit new comments on the taller, tower scheme.

Please ensure your comments on the revised proposals are received by the Council by 3 August 2016.

Description of development

The planning application (Ref: P/2015/0961) proposes the “change of use and restoration of Pavilion to form hotel reception and spa including restaurant, bars and function rooms. Construction of 4/5 storey 60 bed hotel, 5 and 11 storey block of 43 residential apartments, with ground floor restaurant and retail uses adjacent to harbour. Link between Pavilion and new hotel. Construction of new harbour walkway, provision of 289 car parking places including 74 spaces on Cary Green (42 seasonal; 32 for hotel). Construction of Marina Office and berth holder facilities and erection of dock masters office and associated landscaping.

There is an associated Listed Building application (P/2015/0962) for the Pavilion which proposes “refurbishment of building including repairs to corroded structure and works to prevent water penetration. Internal and external works to listed Pavilion to enable use as hotel foyer, including function rooms, bars, restaurant and spa. Construction of linked access from first floor level to proposed waterfront hotel.”

A special Development Management Committee meeting:

All the applications (3 no.) relating to the site will be considered at a specially convened Development Management Committee Meeting. The date for that meeting has yet to be confirmed, but will be posted on the Council’s democratic services web page http://www.torbay.gov.uk/DemocraticServices (in the left hand menu click Meetings, in the main menu click Development Management Committee). The meeting is likely to be held at the end of August or early September, giving us time following the consultation period to assess the comments received from individuals and organisations and to prepare comprehensive reports for Development Management Committee.
